in the estimates. The sole reason of my delay in carrying on
the whole undertaking is due entirely to the loss mentioned
above. Trusting you will be good enough to entertain y request
by issuing the order for the payment and thanking you in advance.

The sum of $10,000 was released for the express purpor
of purchasing wood up to the present date no timber is avail-
able for fittings to courts etc;
As regards the sum of 5,000 to be released in June
this was conditional upon satisfactory progress being made as
stated in my letter of the 18th April,
on several
With respect to the fixing of steel framing to dome,
the Smiths have been very irregular in their work
occasions the workmen were absent for many days.
-
The statement re $20,000 being paid for punching dome
the work is absurd as well as the excuse now put forward for
this work
-
the contract clearly provides for munching down.
-
As to the size of the stones a list giving average
sixe of all stones was prepared and handed to Chan A Tong at
the time of tendering. In several instances during the progress
of the work the Contractors Foreman preferred to fix stones
larger than shewn on the drawings to avoid jointing.
With regard to the cost of Statue of Justice etc. as
far as I can make out from Chan A Tong's figures he has lost
about 700 but we have no proof. The contract prices for work
generally are good expecially for concrete work which has been a
source of revenue to him.
As to the statement re 250 men being employed I would
point out that 61 are unskilled labourers.
At a recent interview with Chan A Tong I informed him
that I had pa sed for payment this month the sum of £6,300.
